As prime consultant, DRC was tasked with providing conceptual, preliminary design, and all Signature Design Phases for the Knoll Hill Park Improvement Project. Work included preparing Construction Documents (plans, specifications, and estimates) for widening and reconstructing Knoll Hill Road and for site development at the top of the hill. The project included over half a mile of roadway widening and realignment, site design, and grading for three Little League baseball fields, utility design and relocations, parking lot design, and construction of retaining walls. The design challenge for this project was balancing the earthwork, as a result of cutting the hillside, to accommodate the roadway widening and at the same time limiting fill on the other side. DRC designed the project in strict accordance with City of Los Angeles, Bureau of Engineering design criteria and CADD standards. Design consideration included requirements from other public agencies such as, but not limited to, Department of Building and Safety, Fire Department, and Department of Public Works. DRC services included project management, retaining walls, road widening and realignment, grading and drainage design, permitting, cost estimating, plans and specifications. DRC also provided engineering support during construction. The project required opening for baseball eight months after the work began.

The Port of Los Angeles (POLA), in conjunction with the California Department of Transportation (Caltrans) District 7, is implementing the C Street/ (northbound) Interstate 110 Access Ramp Improvement project to increase traffic circulation, reduce congestion, and improve operation and safety. The new configuration combines two intersections into one new intersection that will connect Figueroa Street, Harry Bridges Boulevard, John S. Gibson Boulevard, and the 1-110 On-Ramps and southbound Off-Ramps and includes widening a Union Oil undercrossing.

DRC is partnering with POLA’s Engineering Division to provide engineering support during the construction phase. DRC’s support involves mentoring the engineering staff while working with the Project Manager; coordinating, directing, and obtaining information from the Design Consultant to fulfill the scope of services; attending construction meetings and preparing minutes; interpreting and clarifying contract documents for engineers and the contractor; reviewing shop drawings and noting deficiencies with the design concept; reviewing inspection certificates, mill test reports, non-routine lab reports, and other tests required by law and conducting a final inspection to determine if work is acceptable; revising construction documents or supplementary contract documents as necessary to correct errors or omissions or address other occurrences during construction; and preparing deliverables for all of these activities.

As prime consultant, DRC provides civil engineering services under a pre-qualified on-call consultant contract for the City of Los Angeles Bureau of Engineering (BOE), Geotechnical Engineering Division (GED).

The Storm Damage Repair Program, funded by FEMA, repairs damage caused by winter storms. The majority of these projects are storm drain and sanitary sewer designs using BOE guidelines. The project highlights designs of street, curbs, gutters; site grading design; geotechnical design; erosion control, surface improvements; and utility relocation. This involves designing earth-retaining bulkheads consisting of steel beams placed in concrete-filled drilled shafts and concrete lagging between the beams.

Scrupulously following city and county guidelines and drafting standards, DRC provides civil and structural engineering support services to draft construction plans for repairing, rehabilitating, or replacing street facilities damaged by winter storms. DRC’s CAD manager led a team for the city’s Storm Damage Repair project. He provides valuable guidance to the city’s GED CAD team for developing CAD Standards and solutions with Land Desktop, AutoCAD, and MicroStation.

Westminster Gate Redesign at the Naval Weapons Station, Seal Beach, California

As prime consultant, DRC repaired and upgraded the Westminster Avenue truck entrance at the Naval Weapons Station in Seal Beach, CA. DRC prepared construction documents, plans, specifications for civil, electrical, and mechanical engineering, topographic surveys, field and subsurface investigations, cost estimates, and CAD drawings.

This project involved designing and building a wider truck entrance at the Westminster gate. DRC’s design relocated the guard house and traffic signals; enlarged the turning radius for trucks; and moved all appurtenances, including striping, signing, new gates, and fencing. Inside the fenced parking area, DRC’s design included paving, repairs, and the capacity to expand the truck parking lot, requiring proper drainage and a means to separate or filter contaminates from runoff before flowing into the storm drain system.

DRC also designed several new traffic lanes that required relocating power poles and removing railroad tracks to make possible a new truck inspection area near the guard booth; relocating a bus stop; installing new sidewalks, new crosswalks, and pedestrian heads to the existing signal lights and an eight-inch curb and two-foot gutter with a handicap ramp at the northeast and northwest corners.

In conjunction with the San Pedro Neighborhood Council, the Port of Los Angeles (POLA) has undertaken an extensive beautification effort of public property within the waterfront areas. Front Street is the extension of Harbor Blvd north of the SR-47 on/off ramp to Pacific Drive, a distance of approximately a half mile. The Front Street/Pacific Avenue intersection will include a Gateway Plaza design concept. The east side of the street is unimproved.

Within its On-Call services contract, DRC, with NUVIS Landscape Architects on its team, provided concept development and design services for the parkway beautification, right-of-way mapping for property dedication and street widening of Front Street. The Front Street Parkway enhancement includes landscaped pedestrian walkways and amenities, palm trees, information kiosks, interpretive panels, pedestrian lighting, and a vine-shrouded fencing separation from the adjacent Yang Ming Terminal. The street improvement design includes street widening, geometric corrections, curb and gutter, storm drains, street lighting, power pole relocation, rail safety enhancements, bikeways, pedestrian traffic signal indicators, and new pavement. DRC prepared the final design plans, specifications, and cost estimates and helped secure a Los Angeles “B” Permit. DRC also provided construction support services.

Members of our team participated in status meetings with the San Pedro Neighborhood Council for concept, preliminary, and final design reviews and coordination meetings with the POLA, the Bureau of Engineering, the Department of Water & Power, the Bureau of Street Lighting, and the Public Utilities Commission.

The CH2M Hill / DRC Team developed a Draft EIR / EIS for the Los Angeles County Metropolitan Transportation Authority to extend the SR 710 Freeway to the I-210 Freeway. The project included a Regional Transportation Plan, conceptual development, and preliminary engineering of alternatives for freeway, light and heavy rail transit, commuter tunnels, arterial corridor studies, intersection improvements, and local street connections.

DRC’s scope included identifying SR 710-impacted arterial highways; developing alternatives to continue into conceptual engineering; conceptual engineering of selected arterials to include alignment studies, plans/profile improvements, intersection configurations, and arterial/freeway connections. The conceptual engineering phase then led to preliminary engineering of the “best” alternatives. DRC supported tunnel design, tunnel QA/QC, and performed peer reviews of tunnel design.

Our scope also included Transportation System Management and Transportation Demand Management alternatives and analyses of “Hot Spot” intersections. Deliverables included arterial strip maps, plan and profile drawings, intersection drawings, and Technical Memoranda.
